Draft Relationship Agreement with Government feels hollow
The Steering Group Kia Tutahi Standing Together, appointed by Minister Turia to develop a relationship agreement between Government and the sector, is running a series of hui around the country in July and August. This week we attended one for national organisations and it was very lively discussion!
We want to share the issues we raised at this meeting for our members to consider, and hopefully you can use as a basis for you to participate in other hui around the country.
Content of the draft Agreement
The draft Relationship Agreement is very high level - as promised – but it's actually less strong and less clear than the previous Statement of Government Intentions for an Improved Community-Government Relationship (the SOGI). We would like a document that spells out the respective roles and responsibilities of parties, and has considerably more substance than this draft.
Parties to agreement
It is proposed that Communities of Aotearoa , rather than Tangata Whenua, Community & Voluntary sector is the community party to this Agreement. We certainly recognise that our sector is not the community, but have been seeking a relationship agreement between our sector and Government and feel this definition is a re-statement of the social contract between people and Government. It does not advance the cause of a strong well-connected and informed sector.
Implementation
Without other documentation to spell out how the relationship will work, it feels like a hollow effort. We're aware of various other important supporting developments – such as the Code of Funding Practice, Reference Guide about Consultation, Cabinet Guidelines on Consultation - which are all in different stages of development. These need to be brought together as part of the presentation of the Relationship Agreement, so it has some substance.
We think monitoring and review is essential and must be included with the base document. There is the need for an annual review process to be clearly spelt out, and an appeal process through an Ombudsman was stressed by many people at the forum.

Prison Fellowship NZ Conference 7-10 October
Together at this conference/hui attendees will aspire to leave behind prejudices and fears and korero together to find solutions to some intractable problems.
Then the Conference will present these solutions to Government and continue to see how together we can change direction and together break down the barriers to getting prison numbers down.

The Not-for-Profit Graduate Diploma team are about to start into the second half of the year at UNITEC and there are more courses on the Diploma to enrol in and enjoy!

Retirement Income Policy and Intergenerational Equity Conference
This year, the Retirement Commissioner is carrying out its mandated three-yearly review of retirement income policies.
The Institute of Policy Studies, in conjunction with the Commissioner, is organising a conference in Wellington to discuss retirement income policy from an intergenerational perspective.
The conference will provide a platform for experts from New Zealand and overseas who will set out the key issues and lead discussions on how these issues may be addressed.

Minister announces discounts on ACC workplace levies
Businesses will receive discounts and loadings on their ACC workplace levies from 1 April next year to provide stronger incentives to improve workplace safety and to
make ACC’s levies fairer, ACC Minister Dr Nick Smith announced this week.
ACC will be consulting with employers in coming months about the details of the proposal - dates are yet to be confirmed.

NZFVWO welcomes Logan McMillan to the team

We're delighted to introduce our new colleague Logan - our new Community Enterprise and Project Development Manager. Currently, Logan's undergoing induction in our Wellington office, but the news is that he'll be based in Auckland and work from there.
Moving our presence away from our Wellington base is a new, but significant, move for the Federation.
Logan will be responsible for continuing the Federation's successful TechSoup New Zealand programme, as well as tending to our funding priorities and applications.
He will also look after our new community enterprise priorities and promote and advance social enterprise opportunities not only for the Federation but also for the wider community & voluntary sector.
We've been busy ensuring Logan meets as many people as possible over the next few weeks while he is working here in Wellington. He starts in Auckland mid August and he'll be keen to network and get to know many of you up there as well.
Logan has a degree in Social Practice from UNITEC in Auckland and will use his knowledge and skills to be part of the social enterprise evolution in our sector.
